မည်သို့ ကာကွယ်သနည်း

အက်ပ်မှ ပေးပို့သည့် အချက်အလက်အားလုံးကို ကုဒ်ဝှက်စနစ် (TLS/HTTPS) ဖြင့် ပေးပို့ပါသည်။
သင်၏ session token ကို ပုံမှန်အက်ပ်သိုလှောင်ရာတွင် မထားဘဲ စက်၏ ကုဒ်ဝှက်သိုလှောင်ရာ (keystore) အတွင်း သိမ်းဆည်းပါသည်။
အက်ပ်ကို PIN၊ လက်ဗွေ သို့မဟုတ် မျက်နှာဖြင့် ကာကွယ်နိုင်ပါသည်။ သင်၏ လက်ဗွေနှင့် မျက်နှာအချက်အလက်သည် သင့်စက်မှ မည်သည့်အခါမှ မထွက်ခွာဘဲ ကျွန်ုပ်တို့ထံ မရောက်ရှိပါ — စက်မှ စစ်ဆေးမှု အောင်/မအောင် ကိုသာ အက်ပ်သို့ အသိပေးပါသည်။
Authenticator အက်ပ်ဖြင့် two-factor အတည်ပြုမှုကို ထည့်သွင်းနိုင်ပြီး စက်မရရှိသည့်အခါ အသုံးပြုရန် recovery ကုဒ်များ ရရှိပါမည်။
သင်၏ စာရွက်စာတမ်းများကို သီးသန့်သိုလှောင်ရာတွင် ထားရှိပြီး တောင်းဆိုသူအတွက် ခွင့်ပြုချက် စစ်ဆေးပြီးမှသာ ဖွင့်ကြည့်နိုင်ပါသည်။
ဝန်ထမ်းများ၏ အသုံးပြုခွင့်ကို တာဝန်အလိုက် ကန့်သတ်ထားပြီး လျှောက်လွှာအပေါ် ဝန်ထမ်းများ၏ ဆောင်ရွက်ချက်များကို မှတ်တမ်းတင်ပါသည်။

မည်သည့်စနစ်မှ အပြည့်အဝ လုံခြုံသည် မဟုတ်ပါ။ အချက်အလက် ယိုစိမ့်မှုတစ်ခု သင်၏ အချက်အလက်ကို ထိခိုက်ပါက ကျွန်ုပ်တို့ အလျင်အမြန် ဆောင်ရွက်ပြီး လိုအပ်သည့်အခါ သင့်ကို အသိပေးပါမည်။

မည်မျှကာလ ထိန်းသိမ်းသနည်း

ထိန်းသိမ်းမည့်ကာလ ကုန်ဆုံးသည့်အခါ သို့မဟုတ် ဖျက်သိမ်းရန် တောင်းဆိုမှုကို ဆောင်ရွက်ပြီးသည့်အခါ အချက်အလက်ကို ဖျက်သိမ်းသည် သို့မဟုတ် ပြန်လည်မသိရှိနိုင်အောင် အမည်ဝှက်ပါသည်။

သင်၏ အခွင့်အရေးများ

အောက်ပါအရာများကို တောင်းဆိုနိုင်ပါသည် —

ရိုးသားစွာ ဖော်ပြလိုသည့် ကန့်သတ်ချက် နှစ်ရပ် ရှိပါသည်။ ဥပဒေအရ ထိန်းသိမ်းရန် တာဝန်ရှိသည့် အချက်အလက်များကို ဖျက်သိမ်းနိုင်မည် မဟုတ်ပါ။ တပ်ဆင်ပြီး ချိတ်ဆက်ပြီးသော မီတာ၏ မှတ်တမ်းကိုလည်း ဖျက်သိမ်းနိုင်မည် မဟုတ်ပါ — လျှပ်စစ်ကွန်ရက်နှင့် ချိတ်ဆက်မှုသည် အမြဲတည်ရှိသည့် အခြေခံအဆောက်အအုံ အချက်အလက် ဖြစ်ပါသည်။ ထို့အပြင် စိစစ်ဆဲဖြစ်သော လျှောက်လွှာကို ဖျက်သိမ်းရန် တောင်းဆိုပါက ထိုလျှောက်လွှာ ရပ်တန့်ပါမည် — အထောက်အထား ဖျက်သိမ်းပြီးသော လျှောက်လွှာကို ဆုံးဖြတ်နိုင်မည် မဟုတ်ပါ။

ကလေးသူငယ်များ

ဤအက်ပ်သည် လျှပ်စစ်မီတာ လျှောက်ထားသည့် အရွယ်ရောက်သူများအတွက် ဖြစ်ပြီး ကလေးသူငယ်များအတွက် ရည်ရွယ်ခြင်း မဟုတ်ပါ။ အသက် ၁၈ နှစ်အောက် မည်သူ့ထံမှမျှ အချက်အလက် တိုင်တန်း စုဆောင်းခြင်း မပြုပါ။ ကလေးသူငယ်တစ်ဦး အကောင့်ဖွင့်ထားသည်ကို သိရှိပါက egovsection1@moep.gov.mm သို့ အသိပေးပါ၊ ဖျက်သိမ်းပေးပါမည်။

e-Meter is the mobile application of the Ministry of Electricity and Energy of the Republic of the Union of Myanmar. It is part of the Ministry's electronic application system for electricity meters.

This policy explains what the app collects, why, who sees it, how long it is kept and what you can ask us to do about it.

What we collect

Information you give us when you create an account

Your name
Your mobile telephone number
Your email address, if you provide one
Your password, which we store only as a cryptographic hash and can never read
The one-time codes we send you to confirm your telephone number or email address

Information you give us when you make an application

Identity information required by the application, including your national registration (NRC) number
The address of the premises the meter is for, and related location details you type in
The meter type and technical details of what you are applying for
Documents and photographs you attach — identity documents, ownership or tenancy papers, site photographs, and any other document the application requires
Your bank payment slip and its reference details, so the office can match your payment to your application
Anything else you enter into the application form

Information collected automatically

Your language preference
Your session token, held in your device's encrypted keystore so you do not have to sign in every time
A record of the devices signed in to your account, and when each was last used, so you can see and remove them
Technical information needed to deliver app updates: the app version, the platform, and an installation identifier.

What we do not collect

We do not collect your device's location. The app never asks for location permission. The address in your application is only what you type in.
We do not read your SMS messages, your contacts, your calendar or your call history.
We do not use advertising identifiers, advertising networks or analytics tracking. There are no advertisements in the app.
We do not collect card or bank account credentials. Payment happens at your bank; the app only records the slip you attach.

Why we collect it

We do not use your information for advertising, marketing or profiling, and we do not sell it.

Camera, photographs and files

The app asks for camera and photo-library access only at the moment you choose to attach a document, and only for that purpose. If you decline, the rest of the app keeps working; you will not be able to attach a document from that source. We do not browse your photo library — we receive only the file you select or the photograph you take.

Who we share it with

We share your information only:

Within the Ministry and its regional offices, with the staff who assess, survey, approve or install against your application
With the bank named on your payment, to the extent needed to confirm that the payment was received
With service providers acting on our instructions, being [HOSTING PROVIDER] for hosting, [SMS PROVIDER] for sending one-time codes. They may process the data only to provide that service to us.
Where the law requires it, or where it is necessary to prevent fraud or protect someone's safety

We do not sell your information, we do not share it with advertisers, and we do not transfer it to any other party for their own purposes.

How we protect it

Everything the app sends travels over an encrypted (TLS/HTTPS) connection.
Your sign-in token is stored in your device's encrypted keystore, not in ordinary app storage.
You can lock the app with a PIN, a fingerprint or face recognition. Your fingerprint and face never leave your device and are never sent to us — the device only tells the app whether the check passed.
You can turn on two-factor authentication with an authenticator application, and you are given recovery codes to use if your device is unavailable.
Your documents are held in private storage, reachable only after an authorization check for the specific person requesting them.
Access by Ministry staff is limited by role to the offices and applications they are responsible for, and staff actions on an application are recorded.

No system is perfectly secure. If a breach affects your information we will act on it and notify you where we are required to.

How long we keep it

Your account is kept while it is active.

When a retention period ends, or when we act on a deletion request, we delete the data or irreversibly anonymise it.

Your rights

You may ask us to:

See the information we hold about you
Correct it if it is wrong. You can change your name and some details yourself in Settings. Your telephone number and email address are part of your verified identity, so changing them goes through a confirmation step — and for some accounts, through the office.

Withdraw an application you have not yet had decided, from inside the app.

Two limits we want to be honest about. We cannot delete information we are required by law to keep, and we cannot delete the record of a meter that has been installed and connected — a connection to the grid is a permanent physical fact with a permanent record. And if you ask us to delete an application that is still being assessed, that application stops; we cannot decide an application whose supporting information has been erased.

Children

The app is for adults applying for an electricity meter and is not directed at children. We do not knowingly collect information from anyone under 18. If you believe a child has created an account, contact egovsection1@moep.gov.mm and we will remove it.

Changes to this policy

If we change this policy we will update the date above and publish the new version at this address. If a change materially affects how we use your information, we will tell you in the app before it takes effect.
